What Is Shen Yun

Bomb threats traced to China. Diplomatic pressure from consulate officials. A coordinated smear campaign. Over 20 threats targeting Canadian venues and Parliament Hill in 2026 alone — all hoaxes, all aimed at silencing one show. Here is what happened.

For 18 consecutive years, Ottawa audiences filled the National Arts Centre for every Shen Yun performance. Then, without public explanation, the NAC stopped offering dates.

It is also the show the Chinese Communist Party (CCP) most wants kept off Western stages — because it celebrates the China that existed before the CCP, and because it shines a light on the persecution of those who still hold to that heritage today. That is why Beijing has spent years trying to silence it.

What Happened

The CCP’s campaign to silence Shen Yun in Canada is not a series of isolated incidents. It is a documented, multi-front operation — bomb threats, diplomatic pressure, and sustained cultivation of institutional relationships. Over 20 bomb threats have targeted Canadian venues, national leaders, and even Parliament Hill in 2026 alone — part of more than 150 worldwide. All hoaxes. All designed to silence one show.

Toronto — Bomb Threats, March 2026

Hoax bomb threat emails from a China-linked account shut down six Shen Yun performances at the Four Seasons Centre — leaving nearly 8,000 Canadians unable to see the show. The threats also targeted Parliament Hill, Prime Minister Mark Carney, and other Canadian politicians.

Police confirmed that they were unfounded. The Vancouver Police Cybercrime Unit traced the sender’s email to a phone number in China.

Then the sender bragged:

“My most successful one”

“Canada is hardly worth taking seriously”

“My motherland’s Communist Party”

“Police worldwide are just dogs running at my command”

…” The Toronto Four Seasons incident was my most successful one…Haha!…Canada is hardly worth taking seriously… Even my motherland’s Communist Party couldn’t make the Shen Yun emcee cry, yet I actually did it…”

Following the incident, a China human rights advocate received an email from the same sender boasting about the cancellation and belittling Canada.

He dismissed Canada’s politicians as “petty” and “utterly insignificant” — and vowed to continue “endlessly, like the Yangtze River.”

Outcome: Public outcry from audiences, journalists, and MPs forced the venue to reverse course. Shen Yun returns to Toronto June 25–28.

Vancouver — Diplomatic Pressure, April 2026

The same sender who targeted Toronto also sent hoax bomb threats to Vancouver’s Queen Elizabeth Theatre. Chinese consulate officials then pressured a City of Vancouver employee to cancel — as reported by Global News. Former Vancouver mayor Kennedy Stewart called it “deeply worrying” — unprecedented interference “infiltrating within the civil service.”

In Ontario, the Mayor of Amherstburg publicly denounced the Chinese Consulate for pressuring him not to support Falun Gong — the first time, he said, a foreign power had tried to stop him from speaking his mind.

Outcome: Vancouver refused. All performances went ahead safely. Amherstburg held a flag-raising ceremony in defiance.

Ottawa — 18 Years Then Silence

For 18 years, Shen Yun performed at the National Arts Centre to packed houses. Then the NAC refused dates for both 2026 and 2027 — without public explanation.

The NAC cited commercial reasons. But Access to Information records reveal a sustained relationship between NAC leadership and the Chinese Embassy running in parallel with the decision to drop Shen Yun. The full details are in the China Ties section below.

Outcome: No resolution. The NAC remains the only major venue — out of over 200 worldwide — refusing to host Shen Yun.

“The Chinese Communist Party uses threats and coercion to prevent people from seeing our performances. If such pressure is allowed to succeed, it will only embolden further interference.” — Jared Ren, Shen Yun principal dancer

Toronto fought back. Vancouver stood firm. Will Ottawa do the same?

China Ties

Given the abrupt refusal to host Shen Yun after 18 years, people are digging deeper into the National Arts Centre’s leadership and board. What they’re finding is troubling.

The Ambassador Meetings

Access to Information records reveal that the Chinese Embassy began engaging NAC leadership as early as February 2023. The relationship intensified after Ambassador Wang Di assumed his post in July 2024.

Within one week, a meeting was being arranged with NAC leadership — someone advised CEO Christopher Deacon to take it. On July 12, 2024, Deacon wrote in an internal email: “The advice received is that I should meet the Ambassador.” Who advised him? The NAC has never answered.

In August 2024, Wang Di met with Deacon and Managing Director Nelson McDougall. The Chinese Embassy website quotes Deacon expressing a desire to “strengthen exchanges and cooperation in the field of culture and art with the Chinese side.”

On October 15, 2024, Wang Di hosted both Deacon and McDougall at his official residence for a private dinner.

Weeks later, the NAC refused Shen Yun dates for 2026. It has since also refused 2027.

Annabelle Cloutier, then the NAC’s Executive Director of Strategy and Communications, was present throughout this period of embassy engagement. She became CEO in December 2025 — and has continued the refusal.

Two CEOs. Both engaged with the Chinese Ambassador. Both refused Shen Yun. The decision survived a leadership transition — because the person who was in the room throughout is now running the institution.

The Board - Who Is Making this Decision?

Investigative journalist Jennifer Zeng documented that the NAC’s senior governance is deeply connected to Beijing’s economic web. These are matters of public record:

Guy Pratte — Board Chair

Senior Counsel at Borden Ladner Gervais LLP (BLG), among Canada’s most China-connected law firms. BLG operates a Beijing representative office, a dedicated China Group of 40+ staff, and advises Chinese state-owned enterprises. Senior BLG partners have served on the board of the Canada China Business Council — Canada’s premier lobby group promoting deeper business ties with Beijing.

Derral Moriyama — Vice-Chair

A 31-year veteran of BMO Financial Group, serving throughout the bank’s most aggressive expansion into China: the first Canadian bank licensed by Chinese regulators (2004), a role in the Bank of China’s Hong Kong IPO (2006), a Shanghai branch (2008), a wholly owned mainland subsidiary (2010). BMO’s current Vice-Chair of Investment and Corporate Banking, former Liberal cabinet minister Scott Brison, serves as Vice-Chair of the Canada China Business Council — the same lobby group connected to BLG, the Board Chair’s law firm.

Mark Sutcliffe — Ottawa Mayor (ex-officio Board member)

Ottawa Mayor Mark Sutcliffe sits on the NAC Board ex-officio. In January 2025, Ambassador Wang Di paid the Mayor a courtesy call. Chinese state-linked summaries quoted Sutcliffe commending the Embassy’s contribution to Ottawa and expressing willingness to “strengthen exchanges and cooperation.” In an election year, Ottawa residents have the right to ask their Mayor: where do you stand on Shen Yun?

The Question for the Board

These are not accusations. They are documented professional affiliations. But Canadians have the right to ask: can an institution whose Chair’s law firm advises Chinese state-owned enterprises, whose Vice-Chair spent three decades at a bank deeply invested in China, and whose ex-officio member has publicly praised the Chinese Embassy — credibly claim its decision about Shen Yun was made free from Beijing’s influence?

Questions for the NAC

Whatever the NAC’s reasons, 18 years of performances ended shortly after the Chinese Ambassador began engaging its leadership. Canadians who fund this institution with over $60 million annually have a right to ask why.
  1. Who advised CEO Deacon to meet the Chinese Ambassador? His own email says “the advice received is that I should meet the Ambassador” — but the adviser is unnamed. Was it a board member? A government official? The answer could reveal whether the Embassy relationship was initiated at the NAC’s own discretion — or at someone else’s direction.
  2. Did the Ambassador or any Embassy official ever raise the subject of Shen Yun — directly or indirectly — during the August 2024 meeting, the October dinner, or any of the other contacts between the Embassy and NAC leadership?
  3. How many meetings or exchanges took place in total between the Chinese Embassy and NAC leadership? The documented record shows at least two confirmed in-person meetings and ongoing correspondence — but reliable sources indicate additional contacts took place.
  4. Why was the CEO quoted on the Chinese Embassy’s own website seeking closer cooperation “with the Chinese side” — while internally moving to drop the performer Beijing most wants kept off Western stages?
  5. Were Board Chair Guy Pratte or Vice-Chair Derral Moriyama aware of or involved in the relationship with the Embassy?

Does Mayor Sutcliffe support the NAC’s decision to drop Shen Yun? As an ex-officio Board member who has publicly praised the Chinese Embassy’s contribution to Ottawa, does he believe the Embassy relationship had no bearing on the decision? Ottawa voters deserve an answer.
